180-DAY REPORT


Distinguished Colleagues, Dear Friends,

This is my sixth progress report after 180 days as your President. Note that previous reports are on the ISSMGE web site under “From the President” if you need them. In this report, I would like to talk to you about the decisions on Technical Committees 6 months after my election as promised in Alexandria. These decisions have been reached based on the recommendations made by the new Technical Oversight Committee which were endorsed by the ISSMGE Board at its 1 April 2010 teleconference meeting and with which I fully concur. We are indebted to all the work that Suzanne Lacasse and her TOC committee members have done on this matter.

TC guidelines. New guidelines have been developed and I ask the new Chairs to read them carefully. They are attached. There will be a Chair, a Vice Chair, and a Secretary for each TC. In addition there will be 4 members chosen by TOC and 4 members chosen by the Chair. Each TC is asked to identify a number of Tasks to work on, with a schedule and deliverables. The Tasks will be handle by subcommittees of the TC which will be chaired by Task Leaders. The Task Leaders along with the Chair, the Vice chair, and the Secretary will form the Executive Group of the TC. Note that Core Members no longer exist. All National Societies can now nominate up to 2 members for each TC. These names should be sent to Neil Taylor at secretary.general@issmge.org. Another important change is that new TCs can be proposed at any time during the 4 year period and no longer have to be proposed only 6 months prior to the President election. So if some member countries feel strongly about a new TC, they can send a proposal to the TOC.

TC decisions. I attach the new list of TCs and TC Chairs for the period 2009-2013. I wish to congratulate those who were chosen as Chairs; this speaks very highly about your stature on that topic in our profession. I appreciate the fact that by agreeing to this very important position in the world of Geotechnical Engineering, you are prepared to spend a significant amount of time to run a successful TC. Note that all TCs will be evaluated on a regular basis and if there is a lack of progress, the Chair may be replaced. Note also that the numbering system has changed; yet I would much prefer if we referred to a TC by their short name rather than by their number. Suzanne Lacasse as Chair of TOC will be in touch with all TC chairs with precise instructions about the next steps. I emphasize that TOC is now in charge of TCs so please interact with Suzanne Lacasse from now on for any TC matters; I do retain the right of final decision in difficult cases.

Office of the Secretary General: I sent an email on 18March2010 announcing that it was time to select the National Society which will host the Secretariat of ISSMGE over the next 4 years (2011-2015). I remind you that the proposals are due to me on or before 14 May 2010.

Please do relay this message to all the members in your country. I know that this is not always done so please ensure that our members feel connected to ISSMGE through my progress reports, through the ISSMGE Bulletin, through our web site. I am still working on the idea of a master email list for our 19,000 members.
